The splitter lip further includes an elastic element made of elastomer, holding the heating device on the inside of the splitter wall. The elastic element is compressed, pre-loaded, in the splitter lip. Methods and systems for improving communication using angle dithering are presented. Embodiments of the present invention provide increased throughput and robustness after link establishment by providing fast fading characteristics in environments dominated by slow fading. In particular, fast fading characteristics are induced by steering the transmitter and receiver antennas in optical and beyond line-of-sight troposcatter communication systems based on dither patterns. In non-line-of-sight (NLOS) communication systems, using coordinated dither patterns at the transmitter and receiver ensures that successive common scattering volumes become decorrelated, whereas in line-of-sight optical communication systems, the dither pattern is based on the tropospheric scintillation in free space traversed by the established link.

Contact data associated with one or more mobile devices that are in compliance and share the characteristic is obtained, when the determining indicates that the number of mobile devices exceeds the threshold. A notification is automatically sent, using the contact data, to each of the mobile devices that share the characteristic. The notification comprises an indication of the violation and one or more precautions.

The present invention relates to telecommunication techniques and integrated circuit (IC) devices. More specifically, embodiments of the present invention provide an off-quadrature modulation system. Once an off-quadrature modulation position is determined, a ratio between DC power transfer amplitude and dither tone amplitude for a modulator is as a control loop target to stabilize off-quadrature modulation. DC power transfer amplitude is obtained by measuring and sampling the output of an optical modulator. Dither tone amplitude is obtained by measuring and sampling the modulator output and performing calculation using the optical modulator output values and corresponding dither tone values. There are other embodiments as well.
